It is believed that the English champions have agreed to personal terms to sign the former Udinese enforcer but are yet to make an agreement with Roma itself.
The thought was that they had made an offer of around 35 million euros for the player but Roma would like to up that deal to 40 million euros or 30 million euros plus 21 year-old Serbian international Nastasic to help replace the gaping hole left by Benatia.
Manchester City may be reluctant to spend this amount on the player as they are only allowed to spend 60 million euros during the transfer window which has just officially opened and have already purchased Fernado from Porto.
Benatia moved from Udinese to Roma just one season ago for a fee of 13 million euros and made 33 league appearances, scoring 5 further goals in a very successful season for the club.
