With the 22 year-old out of contract at Blackpool, many sides have been targeting the midfielder including father Paul Ince's former side Inter Milan but Hull City have won the race.
He will join the Tigers as the third signing of the summer with Norwich's Robert Snodgrass and Tottenham's Jake Livermore having already joined the club.
But despite the player being out of contract, the two clubs will have to negotiate over a compensation fee as the player is younger than 23.
"Due to the player's age, negotiations between the Tigers and Ince's former club Blackpool over a compensation fee continue." Hull stated on their official website.
"Should the two clubs fail to come to an agreement, the fee will be determined by the tribunal."
It is believed that the fee could be somewhere around the 5 million pound mark but only time will tell as to the exact figures.
Ince made 8 appearances in the EPL last season with one goal and one assist being contributed to Crystal Palace's excellent return to the top flight.
