The 20 year-old arrived in Rome to join the club and also take a medical at the club and the deal was finalised late yesterday for the one time Turkey international.
Ucan will join the club on an initial two year-loan with Roma with the first of those two seasons most likely to be away from the club at a smaller Italian club.
"AS Roma would like to announce that it has agreed a loan deal with Fenerbahce Futbol AS for the player Salih Ucan for a fee of 4.75 million euros." A statement on Roma's official site read.
"The contract is valid for the 2014-15 season and includes the option to extend the loan for another year, at no additional cost, and sign the player permanently from the 2016-17 season for a fee of 11 million euros.
"Salih Ucan has therefore signed a five-year contract, which expires on June 30, 2019."
With the signing of Cole and Ucan now official, Roma could also expect to make the signings of both Samuel Eto'o and Urby Emmanuelson with both set to join on free transfers.
