According to reports from ESPN, the 24 year-old forward has given the all clear to the Hammers to sign the player but an initial 9.5 million pound bid is not enough to prize the player away from his Ukrainian club.
Dnipro does not want the player to leave for anything less than the release clause of 12 million pounds and the West Ham co-owners David Sullivan and David Gold will decide to either increase their bid or look elsewhere.
The Ukrainian side has been hard to deal with in the past with Liverpool having already met the release clause for Konoplyanka in January only to have the Dnipro president refuse to sign the necessary paperwork to complete a deal.
Konoplyanka scored 13 goals from 36 appearances in all competitions last season with the 37 time Ukrainian international providing a further 9 assists as well in another stellar season.
